Amid political attacks around the country, it can be hard to keep track of everything going on. Those tools that can help us are limited in their scope or outdated without routine maintenance. In this day and age, ease of access to information is more important than ever. So when it takes 50 hours to compile this data, something isn’t right. That’s why I’ve created the Comprehensive Anti-Trans Political Action & Litigation Map, or CATPALM.
CATPALM compiles every policy (and the litigation on the issue) in every state & territory in one place. And next to each policy, you’ll find reliable citations to official laws, policies, and orders if you want to read everything for yourself! I want this to be as accurate as possible, so if you find my sourcing to be incomplete, please let me know.
For now, the policy areas covered are the following: Gender-Affirming Care Access, Sports Restrictions, Medicaid Coverage, Birth Certificate Amendments, ID Changes, X Marker Recognition, Bathroom Access, and Prison Gender-Affirming Care Access & Housing. Recent Updates:
January 9th, 2026: A federal judge has stayed the 8-year-long injunction blocking Idaho from enforcing its ban on birth certificate changes. This decision makes Idaho the 8th to have an active ban on trans people amending their birth certificates.
January 8th, 2026: More updates to Medicaid coverage, this time for Arkansas, Indiana, Kansas, Mississippi, and South Dakota.
January 6th, 2026: Minor updates to the Medicaid coverage section for Arizona, North Carolina, and West Virginia.
December 17th, 2025, correction: Montana’s Medicaid program excludes gender reassignment surgery and has not covered it since July 1st, 2021. This is only mentioned in fee schedules documents.
December 4th, 2025: Texas’ bathroom ban went into effect, making the state the 9th to have a ban that covers all public buildings.
November 19th, 2025: Iowa’s new state ID regulation went into effect, which aims to ban gender changes. However, it may not be a total ban. Read this story for more information.
October 15th, 2025: The US Virgin Islands legalised gender changes on IDs and birth certificates, requiring a court order. Read the full story here.
October 9th, 2025: Kansas has resumed gender marker changes on state IDs following a recent victory at the Kansas Supreme Court.
October 1st, 2025: Montana and Nebraska’s sports bans went into effect.
September 23rd, 2025: Texas SB 8 was signed into law by Texas governor Greg Abbott. On top of being a bathroom bill that encompasses all government buildings, it also mandates that trans inmates be housed according to their ‘biological sex,’ with no exceptions. This law takes effect on December 4th.
September 13th, 2025: A federal district judge in Eastern Kentucky refused to grant a preliminary injunction to Kentucky’s law that withholds gender-affirming care from inmates. This decision means that the law will remain in effect for the foreseeable future.
September 1st, 2025: Texas bill HB 229 went into effect, codifying the policy banning X gender marker recognition into law and defining ‘sex’ to be immutable across state law. Additionally, the status of Jones v. Critchfield, the case against Idaho bathroom ban HB 264, has been updated following the denial of a preliminary injunction last week.
August 20th, 2025: Updated Indiana’s Birth Certificate policy to reflect certain county-level nuances.
August 15th, 2025: Updated North Carolina’s Prison Policies Following HB 805’s passage.

August 13th, 2025: The permanent injunction on Arkansas law HB 1570 was lifted by the 8th Appeals Court. This law bans gender-affirming care for minors and prohibits medicaid from covering gender-affirming care.
August 1st, 2025: New Hampshire law HB 377 was signed by Governor Kelly Ayotte. This law takes effect on January 1st, 2026 and bans gender-affirming care for minors in the state.
July 30th, 2025: Added Georgia law SB 1, which bans transgender people from using bathrooms that align with their gender identities, but only when those bathrooms are actively being used as part of a sporting event at a public school or state-funded college.


Regrettably, Georgia has more on the books than this article let's on. We have a freshly enacted K-12+Higher Edu bathroom ban on the books.
This is out of date. North Carolina just passed HB805 that eliminates self-ID, makes original birth certificates have to be appended to any modified one, tries to drive adult GAC providers out of business through malpractice, and more. NC should be red across the board.
